Recovered Documents of the Order  ·  Ledger III  ·  From Scoundrel Games

Ink-and-flat-colour plate: an immense dark archive hall of iron filing cabinets receding into blackness, a single small figure with a lamp dwarfed at the near end.

The Truth

There is an organisation. It is older than every country you could name, and it has exactly one job, which it has never once restated: keep the door shut, keep it quiet, keep it that way.

It is not five organisations. It behaves like five organisations because a single fear turned out to need five different answers, and each answer grew people who were good at it. Fifty thousand years is long enough for that to happen five times.

The Vigil, formally the Order of the Night’s Vigil, watches outward. The sky, the Moon, the places a thing could come through. The Beacon, the Order of the Everwatching Eye, watches inward. It exists because the door can also be opened from this side, by us, on purpose. The Ledger, the Order of Writ, keeps the records. It maintains a count. You do not want to know of what. The Muzzle, the Order of Stifled Screams, handles witnesses. The Fist, the Order of Intolerance, handles everything else.

Read those two lists again, the outward and the inward, and notice that an institution which needs both has already told you something nobody has said out loud: the danger was never only out there.

Then notice the third one down from the bottom. A department for witnesses is a department that operates on people who are already inside. They did not hide that. They wrote it on the door.

That is the part that should unsettle you, and it is not the cruelty. It is the honesty. An organisation that calls its own divisions the Order of Stifled Screams and the Order of Intolerance is not deceiving itself about what it does, and has never needed to. It looked at the work, found it necessary, and named it accurately.

Everything they do to keep you alive looks precisely like a conspiracy against you. From outside the wall there is no difference at all. That is not a flaw in how they operate. It is what the work looks like when it is going well.

Your empty sky is their annual report.

At Your Table
Modern era

Your players recover a single page with five entries down the left margin, most of them marked copy or file. One is marked Continuing Surveillance. Whoever hired them wants to know what the other four are. There is a sixth line at the bottom that has been cut off the photocopy, and the person who cut it is still alive.
